Tim Burga, President, USW
On January 28, 2011 the Ohio AFL-CIO Executive Board unanimously elected Tim Burga, a third generation steelworker, as President.
Tim also serves as President of Ohio AFL-CIO Communications, Inc., which was established as the state federation’s outreach arm to administer its predictive dialer call center. Additionally, Tim serves as the Vice Chairman of “We Are Ohio,” the non-profit organization designed to promote issues of social, civic, and economic justice.
Tim began his work with the Ohio AFL-CIO as Legislative Director in 2002. During his tenure with the state federation, Tim led a coalition in a successful effort to place on the ballot and pass State Issue 2 as a Constitutional Amendment to raise Ohio’s minimum wage. This initiative is hailed as one of the most progressive wage laws in the country as the minimum wage is linked to the consumer price index.
Tim also managed a successful legislative campaign to develop and pass legislation that created Ohio’s Best Rx — a prescription drug program that is saving uninsured and under insured Ohioans an average of 38% on their prescription drugs. Most recently, Tim oversaw the state federation’s statewide campaign to place a referendum on the ballot to overturn Senate Bill 5, and the election to defeat Issue 2 to preserve collective bargaining rights for Ohio’s’ public employees.
Tim represents organized labor on the State of Ohio Global Markets Advisory Team, Industrial Commission Nominating Council, Industrial Commission Rules Committee, Bureau of Workers Compensation Nominating Council, AFL-CIO State Federation Advisory Council, and the AFL-CIO Appalachian Council.
Prior to his work at the federation, Tim worked for the City of Marion, Ohio where he assisted in a successful effort to organize city workers to be represented by the United Steelworkers. Tim went on to become Vice President and President of Steelworkers local union 7856. After working for the City of Marion, Tim spent nine years on Capital Hill lobbying on workforce training issues.
Tim holds a Bachelor of Arts degree from Ohio Wesleyan University where he graduated Cum Laude from the Arneson Institute of Applied Politics and was the recipient of the James J. Hearn Award for Public Service.

Pierrette “Petee” Talley, Secretary-Treasurer, AFSCME
Pierrette “Petee” Talley is the first woman to hold one of the two top offices in the history of the Ohio AFL-CIO. Originally elected to the position of Secretary-Treasurer in 2002, she was re-elected in 2006.
Her career began with organized labor in 1980 where she worked as an office administrator for AFSCME Ohio Council 8. She held several positions with AFSCME including working as the union’s political and legislative director in Michigan from 1994 to 1999. In 1999 the national AFL-CIO appointed Petee to the position of Ohio State Director. In her capacity as state director, she was responsible for directing and implementing programs that engaged union affiliates and activists around political, organizing and legislative activities.
In her capacity as Secretary-Treasurer she is the administrative officer of the Ohio AFL-CIO; responsible for keeping record of the proceedings of it’s conventions, executive board and executive committee, reporting the financial condition of the organization and providing services necessary for the operation of the Ohio AFL-CIO and the office of Secretary-Treasurer.
Petee holds a dual BA in communications and political science from the University of Toledo. She serves on the national board of A. Philip Randolph Institute, Franklin County Convention and Facility Authority, and Ohio Employee Ownership Center. She is an active member of AFSCME Local 3616, Coalition of Black Trade Unionists, Coalition of Union Women and NAACP.

Sustainability Profile

Ohio labor’s approach to global warming and sustainability issues has been strongly shaped by the state’s deep and on-going deindustrialization, a factor that has severely impacted its unions and unionized workforce. Other issues are often seen through the lens of job loss and the possibility of reversing it.
Ohio has been a stronghold of the Blue-Green Alliance, and the Ohio AFL-CIO has participated in and been influenced by BGA’s efforts to promote a transition to a green economy via an expansion of green jobs. It is officially a partner in the Blue-Green Alliance and includes a link to BGA on its website.
Ohio labor, and in particular the influential Steelworkers Union, has seen job loss as a function of global competition. Thus, “Buy American” policies have been central to the way the issue of “green jobs” has been approached.
Concern with the state’s electrical policy has drawn the state AFL-CIO deeply into energy issues that inevitably involve climate protection and global warming. Ohio is a coal producing state strongly dependent on coal for its supply of electricity—electricity that is crucial to the state’s remaining heavy industry. (The Ohio AFL-CIO’s analysis and position are spelled out in the Issue Brief presented in Appendix 5).
The Ohio AFL-CIO was one of more than a hundred organizations endorsing Governor Ted Strickland’s “Energy, Jobs and Progress” bill in 2008. The bill declared that a quarter of the power delivered to consumers by utility companies should come from advanced energy sources, including clean coal, nuclear, fuel cell, and renewable sources by 2025. Half of that 25 percent would be required to be from renewable sources like wind, solar, and low-impact hydroelectric.
The Ohio AFL-CIO has also been drawn into global warming issues by its strong role in the political process. For example, U.S. Senator Sherrod Brown, who has been strongly supported by the Ohio AFL-CIO, held a “green energy and manufacturing roundtable” in which Ohio AFL-CIO Chief of Staff, Tim Burga, was a participant.
In December 2011, John Boehner wrote a personal letter to Tim Burga stating Burga may be “pleased to know that because job creation is the top priority for the American People, HR3630 includes important provisions supporting the construction of the Keystone Pipeline.” However, the Ohio AFL-CIO has not made a statement on the letter or its policy on Tar Sands. A thorough search reveals that the Ohio AFL-CIO has said little about climate and environment issues in the past few years, despite the fact that “Ohio is expected to provide the nation with abundant amounts of clean natural gas and crude oil from Utica Shale development.”
It therefore appears that the Ohio state opinion on oil, natural gas, and fracking may be mixed. UA local 396 reported that they were intentionally endorsing John Payne for his large involvement in the Oil & Gas project in Wellsville, Ohio. Additionally, a representative of the local stated, “we are also continuing to meet with companies involved with the Oil and Gas industry in preparation for the opportunities that lie ahead.”
On the Ohio AFL-CIO Facebook page, the state federation did say that they stand to lose 7.18 million in sequester cuts for environmental protection. On the same page, the federation shared a link with the Laborers Local 1015 that shows that union workers are rallying for fracking jobs with the Utica Shale; “Support Local Jobs for Local Frackers.” “Our community, our land, our oil and gas, it should be our jobs,” said Croston, a field representative for the Local. While this is not a direct endorsement for fracking, it may be why the state federation has failed to comment.
