The Indiana AFL-CIO represents more than 300,000 members of 800 local unions across the state belonging to 50 International Unions.
The Executive Council of the Indiana AFL-CIO consists of the president, secretary-treasurer and the elected and appointed vice presidents, representing a cross section of the affiliates. Between conventions, the Executive Council is the governing body of the Indiana AFL-CIO.
Every four years, the Biennial Convention elects the President and Secretary-Treasurer who are the executive officers. Every two years at the Biennial Convention, District Vice-Presidents, Union Vice-Presidents and Vice-Presidents-at-Large are elected. The Vice-Presidents and the Executive Officers constitute the Executive Board of the Florida AFL-CIO. Between conventions, the Executive Board is the governing body.
Brett Voorhies, President, USW
Brett started on the shop floor at Rexnord/Link Belt in Indianapolis as a member of the United Steelworkers (USW). Brett worked hard and eventually held the position of Shop Steward. He served on numerous committees including the safety and legislative committees. Brett also served as Editor of his local union newsletter.
Brett’s proven leadership qualities on the shop floor led to a staff position as the Legislative and Political Coordinator for Indiana and Illinois for USW, District 7. Brett held that position for over ten years.
Brett was elected President of the Central Indiana Labor Council (CILC) in 2011. Under his leadership, the CILC increased member voter turnout to an all-time record high of 78.4%. In 2013, once again under Brett’s leadership the CILC developed the incredibly popular inaugural Labor Fest Labor Day celebration in Indianapolis.
In December of 2013, citing the need to chart a brighter future for Indiana unions and the working families they represent, he was elected President of the Indiana AFL-CIO at its 28th Biannual State Convention.
Joe Breedlove, Secretary Treasurer, Indiana AFL-CIO, International Brotherhood of Electrical Workers Local 481
From 1979 to 1983, Joe worked and studied as an apprentice with the International Brotherhood of Electrical Workers Local 481. For the next seven years, Joe worked as Journeyman Wireman and Foreman for various contractors who are signatory to contracts with the IBEW Local 481.
Beginning in 1990, Joe was named as the Business Representative and Referral Agent for IBEW Local 481. In this position, which he held for thirteen years, Joe was responsible for organizing efforts, contract negotiations, grievance management and day-to-day operations for the local. Joe was twice elected by Local 481’s membership to serve as their representative at the IBEW’s national convention.
In 2003, Joe was elected Secretary/Treasurer for the Indiana State AFL-CIO. In this role, he is responsible for the day-to-day operation of the AFL-CIO office. In addition, he spends a great deal of time working with the Indiana General Assembly in order to promote legislation that enhances the quality of life for all working families in Indiana.
Since 1991, Joe has served on the Board of Directors for Lebanon Utilities, appointed to that position by Mayor Jim Acton. Joe serves as Vice President of that Board. From 1994 to 1997, Joe served as a member of the Indianapolis Private Industry Council, after being appointed by then Mayor Stephen Goldsmith. From 2000 to 2002, Joe also served as a board member of the Ulen Country Club.
Joe holds a Bachelor of Arts degree from the George Meany Center (Antioch University), which he earned in 1999.

The IN AFL-CIO rarely makes direct statements relating to climate change or the importance of renewable energy. It’s possible that the UMWA affiliation with the IN AFL-CIO has deterred the federation from issuing hard statements on coal mining or fracking.
While the State Federation has remained silent, some locals have been outspoken about the need for greater Indiana involvement in the green economy. For example, USW Local 1014 of Gary Indiana said, “the job-creation potential of clean-energy investments is being muted as a result of attacks on working people and the middle class.”
It’s worth noting that, at a minimum, the IN AFL-CIO has posted some environmentally related articles on its site. One highlights State Rep. Chuck Moseley, D-Portage’s support of green projects. He determined that “the state can play a role in supporting green technology investments.” In 2011, Moseley planned “to introduce a bill during the upcoming Indiana General Assembly session to provide state loans for firms that commit to establishing a facility in Indiana to manufacture or fabricate wind turbines. The catch is that the firms must commit to using American-made steel.” Known as the Hoosier Heritage Innovative Industry Loan Fund, the Bill would provide “tax incentives for companies that build wind turbines to locate in Indiana, providing they use American steel.”
Climate change has directly affected the membership of the Indiana AFL-CIO. In March 2012, a series of tornadoes decimated Marysville and Henryville, the hometowns of 250 union families. President Nancy Guyott said that the union was
“working with [its] partners at the United Way, to help coordinate organized labor’s emergency response to the extensive tornado damage in Southeastern Indiana.” Indiana AFL-CIO can’t ignore climate change for long.
